Is the Green Card Lottery Free or Not?

A friend of mine told me that the Green card lottery was free, I can see you charges a fee, why is that and what is the different on your service and the free service?

DEAR US Green Card Office, Ltd first of all tanks for your enthusiasm but i dont have credit card cause i dont work for a while.How to solve this problem about payment and if I pay can you guarantee that I will get a green card.Honestly I dont have money to burn because for me it is a large suma. thanks in advance Mirza Causevic
