Why is the Green Card Program year always ahead of the actual application year?

The naming of the Diversity Visa Program can often seem confusing, as the program year does not match the year in which you submit your application.

The reason for this is that the program is named after the U.S. government fiscal year in which selected applicants receive their visas, not the year they apply.

The application period typically takes place in one year, while the selection process, interviews, and visa issuance occur over the following year. As a result, there is usually a gap of about two years between the application period and the program year.

For example, applicants submit their entries during one year, results are announced the following year, and successful applicants are then issued their visas during the designated program year.

This is why the program is always referred to by a year that is ahead of the application period.
