No. The United States Government does not provide any financial assistance to Diversity Visa applicants, including airfare, relocation costs, or settlement support.
If you are selected for a Diversity Visa, you must demonstrate that you will not become a public charge in the United States. Before a visa can be issued, you are required to present evidence of sufficient financial support. This may include a combination of personal savings or assets, an Affidavit of Support Form I-134 from a qualifying relative or friend residing in the United States, and or a confirmed offer of employment from a US employer.
However, applicants who choose selected value-added services through US Green Card Office will be eligible for additional benefits. For applicants who have applied with our Free Flights and Free Movement additional coverage, and who are selected for a Diversity Visa, US Green Card Office will provide airline tickets and paid moving cost as part of this optional service package.

This optional coverage is designed to reduce the financial burden of relocation and is separate from any government requirement or assistance.
